Democracy and Governance

At the heart of CLUSA’s democracy and governance (DG) activities is the belief that cooperative principles can provide the framework for developing effective community-based DG programs.

These principles are:

  • Voluntary and open membership
  • Democratic member control
  • Members’ economic participation
  • Autonomy and independence
  • Education, training, and information
  • Cooperation among cooperatives
  • Concern for community

CLUSA’s commitment to the cooperative principles is further punctuated by our long-held belief that thriving democratic communities are created when citizens and Government work together to produce tangible results. Good governance is a partnership that has as its foundation trust, mutual respect, transparency, and active participation which together strengthen the link Government and the people it serves. Government alone cannot sustain the system.

At the same time, democratic governance grows strongest from the base. When the community actively assumes the important role of overseeing the management of scare local resources, Government is motivated to carry out their functions effectively. An indicator of strengthened good governance process is when community involvement leads to mutually beneficial results for Government and community members. For communities, their lives are improved by equally accessible and greater quality basic services, resources and information.

Using a variety of proven strategies, CLUSA works simultaneously with communities and local government entities to foster the spirit of cooperation and reciprocity that is required to sustain good governance for the long-term.

Principle Strategies
Description
Organizational Capacity Strengthening
CLUSA transfers organizational and management skills to community-based organizations and nongovernmental organizations, providing them with the necessary tools to attract new members, generate income for their activities, and utilize democratic processes in the management of their organizations.
Civil Society
Strengthening
The CLUSA approach has been effective in imparting the level of organization, skills and confidence that citizens need to interact with local governments. CLUSA emphasizes local community leadership and
self-assessment; intensive, experiential training at the grassroots level in mobilization skills and advocacy; and achievement of tangible results in terms of successfully advocated issues, improved services and increased revenues.
Civic Education
CLUSA employs civic education campaigns, coupled with tailored proven citizen participation techniques, to educate citizens about the rights, roles and responsibilities of both civil society and government in good governance processes. Civic education also cultivates citizens’ involvement in government and encourages greater transparency and accountability from government itself. The goal is to ensure greater public access to local government decision-making processes. 
Support to Local Decentralized Government Systems
 
CLUSA works with community organizations and local government by providing training and/or technical assistance in areas relevant to the decentralization process. Interventions are designed to improve the relationship between local government and the population it serves, strengthen local government, engage citizens in the decentralization process, and enhance the quality of decentralized services. 
Sectoral Advocacy and Policy Formulation 
CLUSA reaches out to community-based groups, nongovernmental organizations, and civic unions to assist them in their efforts to successfully relate with government entities and provide input during the development of national and local laws and policies. CLUSA possesses a breadth of experience in sectoral advocacy and policy formulation which has grown from its wide application of cross-sectoral development interventions.
